About the Position

The College of Health (CoH) is one of the academic units at Cal State East Bay. The Resource Analyst is the primary administrator of the College’s budget. Under minimal supervision from the Dean and Associate Dean, this position exercises considerable discretion in executing the College’s plans and goals with available financial resources. Errors in this process could have serious consequences for the College. This position requires advanced knowledge, skills, and abilities to manage a large portfolio of funds across a spectrum of restrictions. The Resource Analyst must interpret and apply financial policies that are often complex under a hierarchy of state, CSU, and campus laws, codes, and guidelines.
The Resource Analyst position requires college-level financial analysis, resource allocation, accounting maintenance, financial reporting, budget surveillance and corrections, record keeping, projections, department-level fund reporting, fiscal consultations, and year-end fiscal notifications. The portfolio of funds includes the General Fund, A2E2, CERF, trust, donor, and scholarship funds across all College of Health departments, as well as a changing number of specific-use and project funds. The Analyst will access a wide variety of databases, including finance, human resources, faculty contracts, institutional data, accounts payable, and purchasing, to extract the necessary data.
Additionally, the Analyst will maintain an extensive network of campus contacts in areas such as academic resource planning, budget, accounting, procurement, donor funds, sponsored programs, and other specialized groups. The Resource Analyst will serve as the central point of contact regarding the College’s funds. Additional responsibilities include coordinating training for management, faculty, and staff in budget management, monitoring expenses, reconciling transactions, preparing projections, and enforcing accounting practices, policies, and procedures. Excellent interpersonal skills are essential for articulating, interpreting, and conveying complex financial and data analysis to non-finance audiences.
Responsibilities
Budget Planning and Development
- Forecast costs to build the annual operating budget.
- Discuss strategic goals and priorities with the Dean to integrate into the budget.
- Collaborate with the Associate Dean and Operations Analyst regarding projected personnel actions, including promotions, demotions, retirements, sabbaticals, new faculty/staff hires, FERPs, LOAs, GSIs, SSIs, and other salary changes.
- Work with the Associate Dean’s and Operations Analyst to project lecturer costs for fall and spring terms, using WTU allocations, enrollment data, historical trends, or incomplete data when necessary.
- Review and track faculty reassigned time using established models or historical data.
- Provide the Dean with periodic analysis of budgets and expenditures, including projections, variance analysis, and comparative reports.
Financial Oversight ad Reporting
- Audit, monitor, analyze, troubleshoot, and reconcile department budgets and financial transactions using multiple campus databases (finance, HR, faculty contracts, accounts payable, purchasing).
- Maintain position and financial control by ensuring accuracy of faculty, staff, and lecturer salary data.
- Maintain accounting standards under GAAP by correcting expense and budget errors via transfers, encumbrances, or change orders.
- Produce regular and ad-hoc financial reports on fund status, projections, trends, and expenditure analysis.
- Enforce year-end College financial deadlines (earlier than campus deadlines) for requisitions, purchase orders, invoices, certified expenses, and P-card transactions.
- Initiate year-end closing activities, including closing open purchase orders, reconciling encumbrances, processing transfers, payroll adjustments, and final expense certifications.
Oversight of A2E2 Funds
- Provide financial expertise, programmatic support, and reporting for student fee-based Academic Access, Enhancement, and Excellence (A2E2) funds.
- Monitor and troubleshoot fund usage, initiate corrective actions, and ensure compliance with GAAP and approved budgets.
- Produce periodic reports and projections for A2E2 fund activity.
- Enforce year-end deadlines for departments regarding requisitions, purchase orders, invoices, and certified expenses.
Oversight of Donor and Scholarship Funds
- Provide oversight of College donor and scholarship funds, ensuring compliance with donor agreements, University policies, and Foundation guidelines.
- Maintain accurate records of donor gift agreements, including restrictions and spending criteria.
- Verify donor gift reports and reconcile balances using financial data systems.
- Audit and troubleshoot donor fund activity in collaboration with Advancement Services, Financial Aid, and Student Finance.
- Request sub-accounts for specific projects/initiatives and monitor financial control through authorized approvers.
- Produce reports and ad-hoc analysis on donor and scholarship fund activity.
Centralized College Operations and Training
- Serve as authority on financial policies and procedures, referencing CSU executive orders, coded memoranda, and campus financial manuals.
- Provide one-on-one and group training for faculty and staff on fiscal management, including CFS use, chartfields, A2E2 policies, donor/scholarship fund rules, and other financial topics.
- Develop and maintain an online archive of financial resource materials (manuals, forms, spreadsheets, historical records).
- Review and approve College-level financial documents such as P-card statements, trust fund agreements, scholarship disbursements, travel authorizations, hospitality justifications, and ORSP certifications.
- Provide ad-hoc analyses on college finances (e.g., trends in A2E2 usage, salary summaries, comparisons of operating budgets).
Minimum Qualifications
Knowledge and Skills
- Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods.
- This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.
Required Qualifications
Education
- Equivalent to five (5) or more years of experience with financial oversight of a large, complex budget supporting a program or organizational unit.
- A bachelor’s degree in a related field (or an equivalent combination of education and relevant experience).
Knowledge and Abilities
- Understanding of policies and procedures related to finance and fiscal matters.
- Ability to work effectively with a wide range of academic and administrative units.
- Demonstrated ability to understand complex administrative operations, integrate them functionally, and maintain confidentiality with sensitive materials.
- Thorough understanding of budgeting theories, financial management systems, and their applications.
- Strong interpersonal skills and ability to communicate effectively with diverse students, faculty, staff, and community stakeholders.
