(Job #547630) Administrative Analyst/Specialist II-Exempt, HR Talent Acquisition Partner (Temporary), Salary Range: $5,537-10,014 Hiring Range: $5,537-5,814. This is a temporary, full-time, benefited, exempt, 12-month pay plan. Position Summary:

The HR Talent Acquisition Partner (TA Partner) provides proactive support, collaborating with assigned customer groups in order to align people strategies with business objectives. The TA Partner works with assigned customer groups to understand their needs and provide guidance and support. The TA Partner:

  • Builds relationships with assigned customer groups and campus partners, and effectively responds to their requests.
  • Provides or facilitates interpretation and guidance on California State University (CSU) systemwide and Humboldt HR policies, processes, and tools.
  • Leads customer groups through a range of HR programs throughout the year involving recruitment and onboarding.
  • Works collaboratively with HR staff to ensure HR business continuity, helping resolve front desk employee support. Communicates and collaborates effectively at all levels of the organization, building relationships and establishing credibility with employees form a wide range of teams/departments.

 

Key Responsibilities:

Manage full-cycle recruitment process

  • Serve as primary HR contact, partner, and coach for assigned customer groups, providing an effective and dedicated HR consultation service regarding recruitment.
  • Consult with leaders, hiring managers and HR team to identify current and future staffing needs, position descriptions, requisition creation, compensation, and sourcing strategies.
  • Create vacancy announcements and position descriptions in accordance with bargaining agreements, CSU policies, and best practices.
  • Receive, review and collaborate with the Comp & Class team regarding incoming requests related to compensation as pertains to recruitment.
  • Schedule and manage the recruitment caseloads or projects in a timely and responsive manner, meeting internal guidelines and targets.
  • Maintain regular communication with customer groups.

Recruitment Compliance, Strategy, and Process Improvement

  • Provide guidance in interpreting and applying HR federal and state laws and regulations, the application of collective bargaining agreements, campus policies, and CSU executive orders and technical memorandums relevant to recruitment.
  • Conduct regular follow-up with managers to determine the effectiveness of recruiting efforts.
  • Assist with the design, implementation, and improvement of end-to-end hiring processes to ensure a positive experience for candidates.

People Data & Analytics/ Establish and Improve Processes

  • Ideate and reflectively collaborate with teams on HR projects.
  • Communicate with Management team and assist in resolution when reoccurring issues arise to ensure efficiency.
  • Collect, compile, and analyze HR data to make recommendations related to recruitment.
  • Develop data- driven analysis to support decision strategic decision making for HR and business initiatives.
  • Collaborate with members of HR to identify, standardize, and implement data & analytics solutions, including enhanced tools and process improvements.
  • Maintain documentation related to confidential matters and proprietary information

General Human Resources Processing and Training

  • Order and adjudicate background checks, including acting as custodian of record for California DOJ and FBI fingerprint screening
  • Offer letter preparation, maintain applicant tracking system, reports and other staffing functions as needed.
  • Track search committee training needs and completion of required courses as needed.
  • Assist with maintenance of personnel files in accordance with CSU established records retention guidelines.
  • Attends technical calls, meetings, and training

Knowledge, Skills, and Abilities Associated with this Position Include:

  • Solid foundational knowledge of human resources principles and practices, with demonstrated experience in developing and implementing HR standards, policies, and procedures.
  • Strong analytical and critical thinking skills, including the ability to collect, evaluate, and interpret human resources data and metrics to develop sound conclusions and make informed recommendations.
  • Excellent organizational and project management skills, with the ability to plan, prioritize, coordinate, and manage multiple tasks and projects in a fast-paced, deadline-driven environment.
  • Effective communication and interpersonal skills, including the ability to clearly present information and ideas, advise stakeholders on HR policies and procedures, and collaborate with diverse individuals across all levels of an organization.
  • Proven ability to work independently and as part of a team, with the flexibility to adapt to changing priorities while building and maintaining strong working relationships with diverse stakeholders.
  • Strong attention to detail and accuracy, particularly in applying guidelines and maintaining compliance with HR policies, standards, and regulatory requirements.
  • Ability to maintain confidentiality and appropriately handle sensitive information.
  • Proficiency in using technology and HR-related software systems, including tools for data analysis, communication, and workflow management.

In addition to those above:

  • Advanced knowledge and expertise in human resources or recruitment, with the ability to apply complex principles, regulations, and best practices to independently resolve difficult and complex problems and issues.
  • Strong analytical, strategic thinking, and organizational skills, including the ability to assess complex problems from a broad, systems-level perspective, prioritize competing demands, and deliver projects within scope, time, and budget constraints.
  • Demonstrated competence in exercising judgment, particularly in navigating sensitive or personal situations and effectively deescalating conflicts or concerns.
  • Excellent interpersonal and stakeholder engagement skills, with the ability to effectively represent the university, communicate with senior leadership, and build collaborative relationships across diverse internal constituencies.
  • Advanced skill in mentoring or overseeing the work of other professional staff.
  • Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to devise and develop strategic solutions.
  • Advanced skill to appropriately use technology and relevant human resource information systems and management tools.

Minimum Qualifications:

  • Bachelor’s degree in a related field and four years of relevant experience.
  • A master’s degree in a related field may substitute for one year of experience.
  • Additional qualifying experience may substitute for education on a year-for-year basis.

Preferred Qualifications:

  • Knowledge of or ability to quickly learn University infrastructure, policies, and procedures.
  • Recent Talent Acquisition or Recruiting experience.
  • Recent experience working in a recruiting capacity for medium to large organization with complex policies, processes, and structure.
  • Experience in the use recruiting of software solutions, including applicant tracking systems.
  • Experience with coordinating an onboarding program.
  • Experience working with PeopleSoft HR
  • Working knowledge of research and analysis techniques, including project design and management, data collection, qualitative and quantitative analysis, the presentation of findings, and the creation and implementation of appropriate recommendations
  • Human Resources Planning Skills
  • Expertise in investigating and analyzing problems with a Talent Acquisition perspective.
  • SHRM/SPHR/PHR or other HR Certification
