We are currently seeking experienced candidates for the position of Assistant Director, Systemwide Affairs. The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. The CSU Chancellor's Office offers a premium benefit package that includes outstanding vacation, health, and dental plans; a fee waiver education program; membership in the California Public Employees Retirement System (PERS); and 15 paid holidays a year.

Salary

The anticipated salary hiring range is up to $7,667 per month, commensurate with qualifications and experience.

The salary range for this classification is $4,812 to $15,449 per month.

Position Information

The California State University, Office of the Chancellor, is seeking an Assistant Director, Systemwide Affairs to inform and advise the Executive Director, the California State Student Association (CSSA) Systemwide Affairs Committee, and Board of Directors on CSU Chancellor’s Office on systemwide policy matters. The Assistant Director will advise the Vice President of Systemwide Affairs and Systemwide Affairs Committee on systemwide policy development and engagement; will develop, implement, and manage systemwide affairs policy development and programs in support of CSSA’s policy agenda; and manage student engagement opportunities at the system level such as Systemwide Committee appointments and the search process for the student trustees, including advising the Student Trustee Committee. The Assistant Director will work collaboratively with the Office of Government Relations to determine implementation impacts on legislation relevant to CSU students and ensure student-centered implementation of CSSA supported legislation. The Assistant Director will serve as the staff liaison between the Cal State Student Association and the Alumni Council and Academic Senate of the CSU.

This position is approved for telecommuting (two days telecommuting, three days in office (in-person)) with onsite work at the main headquarters located in Long Beach, California.

Responsibilities

Under the general direction of the Executive Director, CSSA, the Assistant Director, Systemwide Affairs will perform duties as outlined below:

University Relations & Systemwide Advocacy

-Manage all systemwide advocacy and student engagement efforts.

-Manage the appointment and support of students to systemwide committees.

-Serve as an advisor to appointed students to advance CSSA’s policy agenda within systemwide committees.

-Work collaboratively with Systemwide Committee staff and Committee Chairs to support the engagement of students in systemwide advocacy efforts.

-Identify systemwide policy issues for association engagement, evaluating priorities and relaying them to the Systemwide Affairs Committee.

-Recommend integrated strategies and tactics to achieve short term and long-term advocacy goals and objectives.

-Advise the Board of Directors on systemwide policy positions.

-Collaborate cross-functionally with internal and external teams to achieve objectives set forth CSSA’s policy agenda.

-Work alongside the Government Relations team, when applicable, to identify appropriate avenues of advocacy and support the alignment of legislative and systemwide advocacy efforts.

-Engage students in the collective bargaining agreement meetings, where appropriate.

-Oversee and manage systemwide advocacy efforts and support the coordination of legislative and systemwide advocacy efforts.

-Collaborate with student leaders and staff on projects and initiatives that impact systemwide advocacy and identifying opportunities for students to engage in at the systemwide level.

-Manage and coordinate the CSUnity conference program.

Student Advisement

-Advise and serve as the primary staff support to the Vice President of Systemwide Affairs, Systemwide Affairs Committee, Student Trustee Committee Chair, and Student Trustee Committee.

-Guide the Vice President of Systemwide Affairs and the Student Trustee Committee on agenda development to ensure compliance with the Gloria Romero Act of 2000.

-Advise the Vice President of Systemwide Affairs on systemwide policy changes.

-Advise the Chair of the Student Trustee Committee on the student trustee search process.

-Train governing board members on how to effectively research, monitor, advocate, and monitor systemwide policy issues.

Liaison

-Cultivate and maintain relationships with systemwide stakeholder groups to advance CSSA’s mission.

-Manage informal and formal CSSA alumni networks in support of systemwide advocacy.

-Leverage alumni to serve as advisors and mentors to current governing board members.

-Alongside the Executive Director, serve as a liaison between CSSA and the CSU Board of Trustees, including the two student trustees.

-Serve as the primary staff liaison to the CSU Academic Senate, CSU Alumni Council, and collective bargaining units regarding student engagement opportunities, and relevant programs, projects, initiatives, and collaboration on systemwide advocacy efforts.

-Identify and facilitate student engagement opportunities with the CSU Alumni Council and the CSU Academic Senate.

-Cultivate and maintain relationships with CSU stakeholders and identify ways for CSSA to engage in systemwide advocacy.

-Regularly consult with Executive Director on systemwide affairs.

-Manage and implement student involvement programs including the systemwide committee and Student Trustee processes.

-Other duties as assigned.

Qualifications

This position requires:

-A bachelor’s degree required. A master’s degree in Higher Education Administration, Student Development/Student Affairs, Counseling, Public Policy/Administration, Nonprofit Management, or related field OR equivalent combination of education and work experience required.

-Three to five years of professional work experience in higher education, student affairs, education policy and/or advocacy, or government.

-Supervisory experience preferred.

-Ability to work independently, make decisions, and recommendations to management and board of directors.

-Ability to provide project leadership to ensure successful and timely completion.

-Ability to coordinate many different tasks, determine relative importance of each, set deadlines, prioritize, and complete projects accordingly.

-Ability to apply a high degree of judgement, discretion and initiative in coordinating assignments and initiatives.

-Ability to learn, independently interpret and apply a variety of organizational policies and procedures; ability to identify appropriate applications of written policies and procedures; ability to learn the operations of a nonprofit advocacy organization.

-Ability to establish and maintain cooperative professional relationships with internal staff, campus staff, students, internal stakeholders, and external organizations/agencies.

-Knowledge of various student issues and priorities in higher education, and the ability to respond to customer service inquiries of the general public, students at-large, and stakeholders at the Chancellor’s office.

-Knowledge of higher education issues and California State University policy issues.

-Demonstrated collaborative leadership skills and ability to coordinate messaging across multiple stakeholder groups.

-High level of integrity, trustworthiness, respect, attention to detail, ability to research options, make sound decisions, and handle sensitive issues with highly visible projects.

-Ability to work effectively with a wide range of higher education stakeholders in a politically charged environment.

-Ability to research, analyze, and interpret higher education policy and initiatives.

-Experience in advocacy and policy development in higher educational settings.

-Experience managing advocacy campaigns from inception to execution.

-Experience managing large-scale projects simultaneously.

-Experience in developing and maintaining relationships with a wide range of stakeholders.

-Experience with managing and building coalitions and stakeholder engagement.

-Ability to organize and accomplish work independently.

-Strong proficiency in all areas of communication: oral, written, and interpersonal.

-Position requires working with students outside of normal business hours and sometimes with little notice to respond to time sensitive business.

-Position requires weekend work and frequent travel for plenary meetings.
